Modernisation of constitution & National Strategy next steps

While responses to the recent consultation on a National Strategy for Scotland’s Museums and Galleries are being analysed by BOP Consulting, Museums Galleries Scotland (MGS) is planning for a period of transition as it moves towards taking on the functions of a National Development Body (NDB) as requested by the Scottish Government.

While much of the detail is still under consideration, some fundamental elements of the new development body’s role have already been established. The organisation’s current funding remit will continue, alongside maintaining and developing sector standards through Accreditation and the Recognition Scheme. Sector development and service provision will also remain a core focus. In the context of the current economic climate, and during the repositioning of the organisation’s role in relation to the National Strategy, subscription levels will be reduced by 10% for the first year of transition, ie from April 2012.

The MGS Board is also recommending modernisation of the constitution, which currently dates from 1981, to update and improve governance in line with current best practice for charitable organisations. Charitable status will be retained and a new Board structure will be proposed, with opportunities for open election to the Board following advertising of vacancies. The process for applications will be outlined and launched at a General Meeting to be held on Friday 23 March 2012, further details of which will be available early next year.

Work is continuing on drafting the National Strategy, and it has been agreed with the Cabinet Secretary for Culture and External Affairs, Fiona Hyslop MSP, that the process should take place in two stages. Phase 1 will be in mid-March 2012 with the launch of the Strategy accompanied by an outline Delivery Plan. In Phase 2, roadshows to engage museums with the strategy and to refine the Delivery Plan – currently scheduled for implementation in September 2012 – are being planned for May, and will inform the Plan’s development over the summer.
